Regulatory Compliance Programs

IRC works with companies to develop all elements required under the OSHA 1910.119 Process Safety Management Standard. Programs are custom developed and emphasise site-specific systems.

Process Safety Management (PSM/RMP) Audits

Consistent with the PSM standard and in preparation for Risk Management Plans, we conduct audits (gap analyses) of existing programs. We provide you with recommendations that meet the requirements of the 14 elements outlined in the PSM standard. We will actively track recommendations to ensure strategies are instilled into the performance culture.

Risk-Based Inspection (RBI)

Risk-Based Inspection (RBI) uses risk analysis methods to focus tests and inspections on process equipment in high-risk service.
This allows potential losses of safety, environmental impacts, equipment damage and business interruption to be minimised. Its utility is based on the rough premise that testing and inspection can be focused on high risk service areas rather than on low-risk items.

RBI will allow you to:

  • prioritise your equipment for inspection;
  • optimise inspection methods and frequencies; and
  • develop specific equipment inspection plans
  • This ultimately results in improved safety; fewer forced shutdowns and reduced operational costs.

Layers of Protection Analysis (LOPA)

LOPA is a simplified form of risk assessment. It assists in compliance with PSM and RMP regulations and with the S84 standard for Safety Instrumented Systems.

LOPA is used to evaluate scenario risk and compare it with risk tolerance criteria.

We will provide you with recommendations on whether:

  • existing safeguards are adequate;
  • existing safeguards are effective; and/or
  • additional safeguards are required.
LOPA helps focus limited resources on the most critical safeguards.

OSHA Voluntary Prevention Program Assistance

Our wealth of real-world, hands-on experience in occupational safety, process safety, fire protection, emergency response and auditing can help elevate your Voluntary Protection Program (VPP) to Star status.

Star status is given if your facility demonstrates superior performance in health and safety activities.

IRC provides an enterprise wide approach to delivering rational solutions for you safety and risk challenges through:

  • OSHA VPP Reviews: Do you know what to expect? What programs and issues will OSHA focus on in its pre-approval review?
  • Safety Procedures: Lockout / Tagout, Confined Spaces, Hot Work... Do you know the difference between effective systems and window dressing?
  • Operating and Maintenance Procedures: Do your procedures meet OSHA requirements, or do they only address quality and production issues?
  • Health and Safety Systems: Are your health and safety systems working as well as you think they are? Were previous audits too generic to identify the true issues?
  • Training: Have you covered all the bases? Is your training effective? Do you have an effective approach to verifying understanding?
  • PSM Coverage: Does your program cover ALL the required chemicals?
  • Mechanical Integrity: Is your program sufficiently documented? Does anyone look at the data and take action? Are action triggers.
  • Process Safety Information: Can the available information be used to operate and maintain the process? What about runaway reactions?
  • Process Hazard Analysis, Management of Change, Pre-Start up Safety Review, Incident Investigation and Compliance Audits: Are all these programs current? Are your actions up to date? When someone closes an action, is their logic going to stand up? Is your tracking system working? Does your incident investigation system get down to fundamental causes?
  • Emergency Planning and Response: Does the system meet the needs of the plant and the community? Are the equipment and training adequate?
  • Facility Siting: Several Merit sites have been denied Star status until a siting upgrade was completed. Do you know what the issues are?
  • Employee Participation: Is it real, or is it merely lip service?
  • Contractors: Does your management system really work? Does your pre-award evaluation contribute to safety?
